Perhaps I am spoiled being a frequent diner to California restaurants, but 1789 was lacking. The pacing of courses and service was excellent, and I did not feel rushed. However, my short ribs arrived cold, which was awful. Additionally, the service staff would place my course down and say `Enjoy,` then walk away without explaining the dish, as every fine restaurant I've been to in California would do. I found the filet to be a bit tough and the spinach a bit too bitter. The wine and cheese selections are adequate, but not fantastic. The best part of the meal was the chocolate dome cake. Also, the restrooms on the 3rd floor should only be used before eating, otherwise you'll find yourself having trouble making up the stairs with a belly full of food. Also, the chef did not present an amuse bouche or peknees* fours, which for a restaurant that's supposed to be one of the best in DC, is unacceptable. (edited)
